Deputy Flight Test Director (Secret Clearance Req)

QUEST Defense is seeking a highly qualified flight test leader to serve as the Deputy Flight Test Director in a large prototype aircraft program at Edwards AFB, CA. The person will interface with Flight Test Director, IPT’s, and other stakeholders on customer end within the program.  The person will assist the customer team in executing the vision while keeping the program on schedule and budget.

The candidate will possess an extensive aviation engineering and flight test background with strong technical and leadership skills. This position requires strong communication skills to support extensive executive-level interactions. This individual will interface with government and contractor leaders as well as IPT’s and flight test director to develop and execute test-planning schedules and drive an integrated team approach to problem solving. A thorough understanding of flight test planning, safety planning, test operations, and maintenance is required. The person will collaborate for developing resource forecasts and drive to achieve cost and schedule performance goals. This position will be located at Edwards AFB, CA with an expectation of 25% travel. Candidate must be willing to work extended shifts, weekends and holidays as required to meet program schedule and objectives.

Basic Qualifications:

  • U.S. Citizenship
  • Bachelor’s Degree of Science, Technology, Engineering or Math discipline (STEM)
  • Active DoD Secret clearance with full investigation within the last six years
  • Ability to obtain and maintain special program access within reasonable time
  • Thorough knowledge of flight test planning, safety planning, test operations, and maintenance functions in a Combined Test Force
  • Hands-on leadership experience on a recent DoD acquisition or test program
  • Minimum of 10 years combined experience in system test or flight test
  • Minimum of 4 years of functional or assignment manager experience
  • Experience with Earned Value Management and managing budgets >$30M
  • Strong ability to communicate complex technical issues and solutions  

Preferred Qualifications:

  • Master’s Degree of Science, Technology, Engineering or Math discipline (STEM)
  • Significant experience in a DoD developmental/operational flight test environment

 System Test Engineer for Flight Test (Secret Clearance Req)

The successful candidate will possess an extensive aviation engineering and flight test background with strong technical and management skills. This position requires strong communication skills to support extensive executive-level interactions. Essential Job Functions

  • Develop and publish integrated test plans, detailed test plans, test schedules, and test procedures for developmental testing.
  • Provide laboratory support for integration testing.
  • Support and host test planning working groups.
  • Interface with test article design and analysis teams to define test configuration and data requirements.
  • Review and evaluate test requirements to ensure completeness of test program.
  • Perform technical analysis of complete systems and prepare comprehensive system level evaluations.
  • Support test card development and review in collaboration with other engineering disciplines and test operations personnel.
  • Support test readiness reviews, and pre/post-test briefings.
  • Provide mission control room support and makes real-time decisions regarding safety, efficiency, and effectiveness.
  • Conduct and contributes to pre and post-test data analyses to support anomaly identification and resolution.
  • Maintains metrics on status of testing and constraints.
  • Overtime, odd shifts, and weekend work will occasionally be required.

Qualifications

  • Degree in Electrical or a Bachelor of Science degree with Instrumentation data experience.
  • Serve as a principal subject matter focal point between maintenance, design engineering, and test site team - contractor and customer.
  • Must be able to work without appreciable direction to develop solutions to complex problems.
  • Able to work both within a team environment and independently; must be self-motivated, thorough, and detailed.
  • Willing to learn additional engineering discipline areas.
  • Outstanding written and oral communications skills.
    • Proficient in Microsoft Office and Integrated Analysis & Data System (IADS).
    • In depth knowledge of or test experience, to include control room monitoring.
  • Physical Requirements & Work Environment:

System Test Engineer for Structural Testing (Secret Clearance Req)

  • Essential Job Functions
    • Interpret Test Requirements and author and publish Test Procedures.
    • Mentor and lead less experienced Engineers through all phases of Static, Fatigue / Structural Test lifecycle.
    • Be part of a Test Execution Team performing Structural Test(s) of component level to Full scale test articles.
    • Plan and arrange labor, schedules, and equipment allocation for testing Structural Test. 
    • Facilitate collaboration across disciplines during technical interchanges.
    • Interpret post-test data evaluation and problem identification and resolution.
    • Ability to collaborate with other IPTs, external customers and vendors during technical interchanges.
    • Interpret Test Data, determine and suggest changes in test configuration, equipment, procedures or manufacturing processes.
    • Collaborate with other IPTs to develop test and test data requirements.
    • Participate in post-test data evaluation and problem identification and resolution.
    • Lead and manage multiple projects through design and test lifecycle.
    • Review designs for technical compliance and requirements.
    • Lead and provide mentorship to less experienced Engineers through design lifecycle and gate reviews such as PDR, CDR and TRR.
    • Coordinate design criteria with Internal Customers, Vendors, Test Engineering, EHS and Facilities Personnel.
    • Evaluate design factors such as ease manufacturing, use of COTS parts, cost, safety, maintenance, and end user.
    • Analyze damage tolerance, durability, design allowables and structural modeling.

Qualifications

    • STEM, BS Degree, with 5 years of experience or Master’s Degree with 3 years of Experience.
    • Structural Test experience, and/or experience with multiple discipline.
    • Ability and willingness to work non-standard shifts/overtime.
    • NX10, CPLM and GD&T experience with drawing skills.
    • Strong interpersonal and leadership skills.
    • Must be able to work without appreciable direction to develop solutions to complex problems.
    • Able to work both within a team environment and independently; must be self-motivated, thorough, and detailed.

Electromechanical / Instrumentation Engineer (Secret Clearance Req)

  • Looking for an Electromechanical/Instrumentation Engineer to support a diverse team that performs all structural testing, both static and fatigue, from component level to full scale article on both R&D and flight hardware.

    Essential Job Functions
    • Ability to utilize complex, state of the art, load control and data acquisition systems to execute testing containing hundreds of load/position/pressure control channels while acquiring feedback /data from thousands of sensors.
    • Collaborate with various disciplines and different levels of personnel throughout all phases of Structural Testing.
    • Test planning, hardware and instrumentation design, set-up, and operation, as well as test set-up, execution, troubleshooting, data reduction and test report preparation/presentation.
    • Setup, program, operate, and maintain load control and data acquisition systems.
    • Plan and arrange for the equipment and personnel required to fulfill test requirements.
    • Contribute to the development, fabrication and assembly of mechanical and electromechanical components, sub-assemblies, systems and full scale test stands. 
    • Co-author and publish test/instrumentation procedures and documents through Microsoft Office Suite software.
    • Participate in formal readiness reviews throughout all phases of testing.
    • Participate in post-test data evaluation, issue identification, and resolutions.
    • Set up, install, and troubleshoot all types of instrumentation (load cells, LVDTs, strain gages, string pots, thermocouples, etc.) and understand their associated functional concepts.
    • 2D drawings in AutoCAD.

Qualifications

    • STEM, BS Degree, with 5 years of experience or Master’s Degree with 3 years of Experience.
    • Proficiency in both electrical and mechanical facets involved with all testing functions interchangeably.
    • Proficiency with Electromechanical/Instrumentation Engineering concepts and functions such as control system setup and tuning processes as well as basic data acquisition/signal conditioning principles.
    • Familiarity with operating and the basic concepts pertaining to data acquisition and load control hardware as well as related instrumentation such as: LVDTs, Strain Gages, String Pots, Load Cells, etc.
    • Direct hands-on experience with test, instrumentation & control engineering applications.
    • Experience with structures testing, load control and data acquisition systems.
    • Experience in mechanical assembly & test, analog electronics, transducers, strain gage design & installation.
    • Hands-on skill application in pneumatic/hydraulic system design, set up, and checkout.
    • Ability to assess complex anomalies, apply strong critical thinking skills, and develop resolutions effectively within a team.
    • Experienced user in Word, Excel, Powerpoint, Visio, Autocad, Catia, NX.
    • Proficiency with C syntax, LabView, and VBA programming/scripting.
    • Strong interpersonal and leadership skills.
    • Must be able to work without appreciable direction to develop solutions to complex problems.
    • Able to work both within a team environment and independently; must be self-motivated, thorough, and detailed.
    • Ability to mentor entry-level engineers and technicians.
