I. ORGANIZATION: The National Museum of the United States Air Force® (NMUSAF) is the world’s largest and oldest military aviation museum. The Museum showcases over 360 aerospace vehicles and missiles, as well as thousands of other related artifacts. The Museum welcomes approximately 1.2 million visitors annually from around the world. The NMUSAF hosts over 1000 special events per year, which adds to its prestige. The Museum is funded for operations and maintenance by the United States Air Force, through annual appropriations. Admission and parking are free, and the Museum’s vision and mission are to be “The Keepers of Their Stories” for the men and women of the United States Air Force, and its legacy organizations.
The Air Force Museum Foundation, Inc. is an IRS Section 501(c)(3) non-profit State of Ohio corporation, not legally connected in any way to the United States Air Force. It was founded in 1960 with a charter to raise capital funds to support Museum initial construction and expansion, and for other Museum activities and programs not funded by federal appropriations. The Foundation accrues funds through business operations within the Museum, proceeds from investments, and dedicated fundraising. In 2010-2013, the Foundation gifted over $39 million to finance the construction of a new 224,000 sq. ft. building to house four new galleries: a Presidential Airlift Aircraft Gallery; a Space Gallery; a Global Reach Gallery; and a Research and Development Gallery. This action brought the Foundation’s total transfer of funds to the United States Air Force for Museum construction alone, to over $85.5 million since 1960. The next Executive Director will lead the Foundation in the completion of the current fundraising campaign, and into the future as the Foundation grows in scope and magnitude.
II. INTRODUCTION: The Executive Director is responsible for the overall leadership of the Foundation and to ensure fulfillment of its purposes as described in the Articles of Incorporation and By-laws. The Foundation has approximately 22 full-time employees,
22 part-time employees, and approximately 35 volunteers. The new Director will replace the existing Executive Director who will be leaving in early 2014 after 2 years of service. The Foundation is an equal opportunity employer.
III. SPECIFIC DUTIES AND RESPONSIBILITIES: Under the supervision of the
Chairman, Board of Managers, the Director will:
A. Define the organization and its operations, and hire, organize, train, equip, and lead the Foundation staff.
B. Develop and execute an Annual Operating Plan and multi-year Strategy for the
Foundation; specify gross and net income objectives, line-of-business improvements and additions, and other aspects of Foundation compliance, performance, and growth.
C. Receive and invest funds in accordance with policies set by the Board of Managers. Administer the Foundation’s investment portfolio and monitor the investment managers retained to advance the Foundation’s net worth with accretive results.
D. Employing personal competence in Generally Accepted Accounting Principles, maintain auditable Foundation books of account; establish effective internal controls; and direct internal audit activities to assure the accuracy and integrity of the Foundation books and the protection of its assets. Achieve an annual “clean audit” by an independent public accounting firm.
E. Maintain fully up-to-date and accurate Foundation documents, agreements, policies, procedures, instructions, records and other pertinent operating media.
F. Provide the leadership to update the design and development work already accomplished to raise the funding necessary for the current planned Museum expansion, as well as longer-term capital and yearly program needs of the Museum.
G. Run the business operations of the Foundation to be individually and collectively accretive to the Foundation net worth. Direct the operations of the Museum Store, Air Force Museum Theatre and simulators, and the Valkyrie Cafe. Innovate, develop, and implement new products and services in existing businesses, as well as entirely new lines of business.
H. Fulfill the Foundation’s obligations to its “Friends” (dues paying members) and grow membership roles.
I. Oversee the personnel management and administrative supervision functions of the full range of Human Resources requirements.
J. Maintain a healthy, productive, respectful, and mutually beneficial relationship with the Director, National Museum of the United States Air Force® and his/her staff, to harmonize NMUSAF and Foundation activities, working to achieve common goals.
K. Use information age capabilities to create, improve, and transmit a strong Foundation brand and media/cyberspace presence.
L. Represent the Foundation at meetings, conferences, and Museum events; maintain liaison with business, and military, civic, and fraternal groups and other organizations to further the objectives of the Foundation.
IV. CONTROLS OVER WORK: The Executive Director will receive general and conceptual guidance from the Chairman, Board of Managers. He/she will coordinate significant matters relating to operations, compliance, financial integrity, and risk management with the Chairman and the Executive Committee. The Executive Director is required to use his/her own judgment in the day-to-day operations of the Foundation.
A. Background and Skills
1. This position requires substantial knowledge and experience in leadership, organizational management, supervision, business operation and growth, and cash accrual accounting principles and practices. Incumbent must have tact, diplomacy, and negotiation experience to represent the Foundation in communicating with the United States Air Force, the National Museum of the United States Air Force®, and other organizations, as well as visitors and supporters of the Foundation and the Museum.
2. Skills to communicate effectively, orally and in writing are essential. Must be able to make polished and compelling public presentations.
B. Education and Experience Level
1. This position requires a Bachelor’s Degree, with relevant education or experience in accounting, financial management, and investment management. Master’s Degree in a management-related field is highly desired. Incumbent will be required to achieve certification as a Certified Nonprofit Accounting Professional within 24 months of date of hiring.
2. Prior Air Force executive level management experience, either as a military member or Air Force Civilian employee, is a significant advantage to performing effectively in this position.
