Billie Flynn presently flies as an F-16 E/F test pilot for the Lockheed Martin Aeronautics Company. Prior to selection for test pilot school, Billie flew the CF-18 Hornet operationally in Cold Lake, Alberta, Bagotville, Quebec and Baden Soellingen, Germany.  In January 1989, Billie attended USNTPS Class 96.  From 1990-94, he flew as the Canadian Forces exchange test pilot at the F-16 CTF at Edwards. F-16 testing included PW-229 and GE-129 engine development, Digital Flight Control System Improvements, high angle of attack and out-of-control testing for numerous F-16 configurations.  Billie flew as a project pilot on the F-16 Multi-Axis Thrust Vectoring aircraft. In 1997, Billie was assigned as Commanding Officer of 441 Tactical Fighter Squadron in Cold Lake, Alberta.  During that period, he commanded the Canadian Task Force in Aviano, Italy during Operation Allied Force.  He flew 25 combat missions over Kosovo and the Former Republic of Yugoslavia.  Billie joined EADS in Manching, Germany in 1999 where he flew the EuroFighter 2000 Typhoon, F-4E/F, and Tornado ECR/IDS.  EFA testing included all disciplines of flight testing on the Typhoon Developmental and Initial Production Aircraft.  In 2003, Billie joined Lockheed Martin in Fort Worth, Texas as a test pilot for the F-16 E/F, Block 60 aircraft.  F-16 E/F Block 60 testing included covered initial airworthiness through systems integration of this new F-16 aircraft including development of an automatic deep stall recovery system. He has more than 4000 hours in more than 70 types of aircraft.  Billie has been a member of SETP since 1991.  He served on the Membership Committee from 1992-93 and on the Board of Directors as the European Rep from 1993-94 and again from 2003–05, Legal Officer from 2005-06.  He was instrumental in the creation of the first joint Flight Test Safety Workshop and served as Chairman for the first two Workshops, LA Symposium Luncheon Chairman in 1993 and 2002, LA Technical Chairman in 1996, European Symposium Technical Chairman in 2000 and as Session Chairman at a number of symposiums.  He has presented a number of papers on F-16 and EuroFighter testing and has won the Salmon and Northrop Awards in the past.
